Daniel 9:24

24 Seventy weeks are determined upon thy people and upon thy holy city, to finish the transgression, and to make an end of sins, and to make reconciliation for iniquity, 

Through other Scripture it's determined that these weeks are seen as years and there are seven weeks of 70 leading us to understand a total of 490 years.

and to bring in everlasting righteousness, and to seal up the vision and prophecy, and to anoint the most Holy.

Notice here to seal up the vision of the prophecy (Daniel's prophecy of when God will end his punishment of the Jews.) all the way or to the point to anoint the most Holy. Now we see, understand there will be 70 weeks of punishment of the Jewish people and then the Jew’s Messiah will return.
